Considerations for Freedom

Freedom is desirable, but freedom comes with it's own set of problems. So it is important to make weapons and technology to make the destruction of peace and freedom possible, with the only difference that no one actually ever wants to use that technology for any reason at all.

This also means that in the even a bad incident happens, the citizens remain rational instead of breaking this policy.
